Only visible markings are on big blade says,SOLIGEN GERMANY. It's about 8" overall.

It’s a knife pattern generally known as a folding hunter. The knife may have had a maker’s name stamped or etched, that has worn off. Or it may be a generic knife made in Solingen. The Solingen area of Germany has been a knife-making center for centuries. Looks like a good user - nice find!
BTW pocket knives are measured by the closed length of their frame, not their overall length nor length of their blades. Blade length can vary depending on how much it has been sharpened. Blade length can also vary slightly on knives of the same pattern even on an unused knife. But the frame length of a pattern will be the same from knife to knife by the same maker. Therefore we use the closed length when describing a pocket knife, rather than over all length.

All my 2 blade folding hunters are closer to 10” OAL. FWIW.
I’d call that one a 2 blade toothpick, or a small folding hunter? Maybe?
Maybe the blades are significantly shorter? What is the length of just your handle?
