Who made this Scout knife?

Hi Folks,
Can anyone tell by looking at the bones & shield on this unstamped Scout type folder who the maker of it was?
Time frame & value would also be interesting if you know that too.
Appreciate your input.
(This is not my knife.)

Just spitballin here....steel scale rivets likely means pre"55..the scale puts me in mind of my oldest Ulster

Looks foreign made to me , probably German . Value 20-30 bucks IMO .

With the brass liners and the style of can opener I would say before WWII in 1944 the safety can opener was invented. looks like Ulster brand knife to me just my guess.

I'd say German as well.
Definitely not Ulster.
