I picked this up from a garage sale today for 3 bucks and didn't know if I got hurt on it lol. Any info is appreciated.

You didn't get hurt one bit. That's a great deal on a cool little pen knife. The handles are celluloid so play it safe and don't store this knife with your others, just in case it starts to outgas. I like the tipped bolsters. You did well for $3 IMO.

As you can see from the link posted by Eustace your knife is from the old hardware wholesale distributor Hibbard, Spencer, Bartlett & Company. It was one of many different “house” brands of cutlery distributed by them, all of which were made for them on contract by various cutlery firms. They did not manufacture cutlery nor did they own a cutlery maker. Most of the HSB branded knives are believed to have been made for them by New York Knife or Camillus. I suspect yours is Camillus.
You can learn lots more and see more examples of HSB knives by using the search function found under Quicklinks on the upper left of this page. Search for keyword “Hibbard” or similar, and settle in for a lot of reading.

Also if you’re curious about why you need to keep celluloid separate from other metal items you can do a keyword search of “celluloid”.
