Identifying Knife Maker and Age

Hi - I have this nice old double bladed pocket knife. It has a maker's mark on each blade of three 2s in a shamrock/clover shape. Can anyone help me age it and identify the maker?

Scales could be ivory from the picture. Very nice. Sorry, don't know the mark. Someone will. J.O'.
