Knife Question

Does anyone have any information on this knife, Tang stamp is E.W. Howard Co. Germany
Levine and Price show a Howard Cutlery and Howard Bros. from Germany. Howard Cutlery made knives for C.B. Barker, New York. c. 1890.
That's a cool Barlow. Is it really silver (or German silver which is not silver at all, just copper, nickel, and zinc) ? J.O'.
