CUTTER, USA

Wondering if anyone has seen this mark or knows about it.(A two-sail boat with CUTTER through the hull). Levine says Thomas Ellin, Sheffield, but it is clearly stamped "USA". It is very similar to many Whitehead & Hoag promotional products. Appreciate any info. J'O'.
