Actually, the letters in the boxes are a "W" and a "H" (NOT Whitehead & Hoag).
Sorry about that, that was my typo to say M and H when it can be clearly seen to say W and H. I had read your posts about Whitehead and Hoag going back to March and saw that it could not be them as they were marked Newark. That is a valuable source for the tang stamps to be filed away for future use. "W H, in separate scalloped-edge square cartouches (1898, no. 28744):
Wilhelm Hasselbach, Solingen. Registry class: 9b. Style: roman. Note: accompanied by ‘No. 21’."
