Kissing crane Tang stamp dates?

Trying to find some info on this odd looking knife.... Not having much luck. Anyone know anything about dating a kissing crane knife? And what in the world is going on with this handle? Lol

Later ones are stamped with a Roman numeral and number. If it hasn't got that kind of stamp can't say. ??? Earlier ones, ????? J.O.

Yes defiantly made before the roman numeral system.

The handle reminds me of some of the early watch fob knives that had strips of dissimilar metals fused together in patterns.Strictly a decorative thing. Here are a couple of examples.

I assumed 1920-40 maybe but without being able to find info on tang stamp dates I have hit a dead end. That decorative handle sure is ugly huh?
