Found this with my fathers belongings. Trying to find out if this is made by the German Manufacturer Lang. Can it be refurbished? Value?

It looks to be an old knife made by "Pius Lang" a German manufacturer famous for making knives with 50 or even 100 blades.
Not sure what you mean by "refurbished". Part of the handle cover is missing. It could have new handles installed by a competent knife mechanic or knife maker.
There is a sub forum here for knife repair where you can 'meet' members who repair knives.

::welcome:: Welcome talloway... what a wonderful old knife! Not of great value because of the handle damage, and some blade damage. In near mint condition it would be worth (IMO) several hundred $. To me the handles look to be faux tortoise shell, though they might be the real deal. My guess would be early 20th Century. Even in its current condition it's still a fine memento of your father.

Yes, a knife mechanic could re-handle and you or he could clean up and lube the blades. (Use the Search function to find lots of posts about knife cleaning.) What's the closed length? Are any of the blades marked on the tang (base) of the blade?

Might be for reaming out a pipe (smoking pipe).
