I will venture a guess.It was a 2nd used in the factory to use/ test/ practice/ perfect and etch.

I agree. The knife has cosmetic flaws plus the fit of the covers and liners is poor. Likely a “cull” that was kept and used to test stamps and applying stamps. Likely someone bought it in the Queen bankruptcy auction.
