Looks home made to me , possibly fit in the realm of a theater / trench knife .

Looks like an accessory for the "Jack the Ripper" version of a GI Joe...

Speaking of that:

These days, in 1/6 scale, they're making some nice stuff. In addition to pretty well known military edged gear such as bayonets and the Kabar, Leatherman, Gerber, SOG, TOPS, Emerson, even both the WWI and WWII patterns of British Army Knife I've seen represented. The pliers open on the SOG and Leatherman, The Emerson and BAK have blades (marlinspike, can opener, blade) open. A lot of it (such as the Buck M9) is so good, you couldn't tell it was a toy looking at the pictures. There's also a 1:6 "Demo" knife with opening blade and openers). There are also people actually forging knives in 1:6 scale; not fake plastic ones.

All this stuff has made me want to get into 1:6 scale to be able to display it.I do have a few GI Joes from my childhood that I can use; along with what equipment I didn't lose. All the decent figures I've been looking at are expensive. Disney did make a few figures that were originally Disney Store Exclusives in 1/6 that go on the secondary market for about $15 (particularly, Jyn Erso). And uh, none of the old GI Joes I had as a kid featured pants with pockets; and even not a whole lot of decent brands feature pants that do.

I have several knives around that size. From what I found out, they were sometimes marketed as boys knives. More often, they were paired with a larger knife in a double sheath.
Now, that knife in particular...
I have a couple of very tiny working folders too. I suspect they started life as keychains.
I can’t remember who it was, but someone’s wife collects miniatures. If you look back in the General Discussion threads, there’s a long not titled ‘Those little knives’. Lots of info in there, as I recall.
