Getting the best edge on chisel ground knives?

I can sharpen my Victorinox chisel ground knives to a sharp edge, but I can't get them shaving sharp.

I have sharpened them by ceramic rods--like Sal says to do (4-6 times on bevel side and 1 time on flat side). Over and over, but not shaving sharp.

I have sharpened them like Emerson on stone and then honed on cardboard on flat side, but not shaving sharp.

I have sharpened them on stone until I get burr and then deburr on flat side, but not shaving sharp.

How do you get the best edge sharpening chjisel ground knives?

I'm not sure that they can shave hair off of your arm? Type of steel used?

I had some cheap switchbladed with a chisel grind that were scary sharp. I was selling them so I don't know how the edge held up.
