Utica Pheasant on handle

I have this 1 blade Lock-back 1813 from Japan with a color Pheasant on the handle the other side possible for engraving, but on the tang it reads UTCA the correct spelling is UTICA so.... Is this a knock Off?
I found that it was a trial knife made in 1999, only 20 of these were made. It is rather rare, but...? see the topic Trial knives answer from there or here
