Goins' shows a Norwich Cutlery Co., c.1890-1934, Which was a branch of the International Silver Co., in Thamesville a section of Norwich, Ct..

I found a couple of other Norwich knives from different Sheffield makers. Odd that there is no mention of Norwich in Tweedale's book.

It's definitely Norwich, Norfolk UK - I bought it there 30 years ago ...

I'm not surprised its not in Tweedales book being that's all about Sheffield.
Even though you bought it in Norwich I would suspect the H Fox was once a Norwich shop and they may well have had these knives made by a Sheffield maker and had their stamp struck on them. Sometimes you find the Sheffield maker, the retailer and even the owner stamped on the tang.
You need to research old trade directories and news papers often held in British Universities.
