1880s - maybe, the mother of pearl handle is split with the liners and tapered to a smooth and very natural feel in the hand.

Looks like it might be a combination quill knife/folding bone.Used to fold envelopes before they were available commercially.

.. At first I thought it may be a budding/grafting knife but not enough width at end ... and more importantly MOP would not be the best handle for prying open branches for grafts...
