The covers are a kind of plastic.
I don't think they are celluloid.

Joe, that is really cool. I have never seen and didn't know anyone made a folding one. The scales appear bone or ivory to me.____Dave

Most French Ivory I've seen has more distinct lines but I guess it's possible. ___Dave

I agree with you about the more distinct lines in French Ivory. These are rather subtle, but they are so equally distant apart on both sides they make me think they are man made. Also, the handles are very slippery on my tooth as plastic would be.
I would love to be wrong.
