Chipped Flint effect

Hello All ,
Can anyone tell me if it is possible to achieve a Chipped Flint effect pattern on say a Buck 110 / 112 knife blade using a Dremel type tool ?

I know a famous man who file-works the spine (and other) of knife blades and he says that he spot anneals the spine on stainless steel blades to allow him to do his work
