any you razor PROs can suggest a beginner "kit" for my friend..
he thinks he needs a smallish razor inclusive..
saw several "kits" on ebay but were chinaman
thanks in advance for yer suggestions

I'm assuming your friend is interested in safety razors rather than straight razors, so with that in mind...
Royal Shave has a nice set-up that includes a Merkur 34C safety razor, Merkur blades, Taylor of Old Bond Street sandalwood soap, and a best badger hair brush.

Merkur is a German brand and if I was getting into safety razors all over again, this is what I'd go with. The Merkur 34C razor gets solid reviews, the brush isn't the highest quality badger hair, but the impreceptible differences between 'best' and 'silvertip' grade are lost on anyone but purists, and Merkur blades are good to go. It is important to remember safety razors have different profiles that make them more (or less) aggressive, but Parker, Merkur, and Edwin Jagger are all reputable brands that have a variety of options.
I personally use a Merkur 34C every morning with Wet Shaving Products Mahogany soap with a Parker pure badger hair brush.
In addition, I would suggest ordering a variety pack of safety blades from Amazon as well, you can get usually get 100+ blades from a variety of manufacturers for around $20.00. This is important because different makers have different tolerances. I find Gillette 7 O'clock blades to be very good while others like Feather or Wilkinson or Astra. Some are sharper, some last longer, others cut more closely, others not so close.
I would also suggest getting a styptic pen, there is a learning curve to safety razors but you probably already know this.

like ones with a strop, mug, and such..

Cheap and good usually dint go together when talking about straight razors. And stay away from those China kits. They're junk.
There are folks out there who buy old razors and rehab them and sell them as shave ready. That would be his best bet. Straightrazorplace is a good forum to read and learn on, and they have guys there who work on them and sell the razors too.
I'd start there.

You can make a strop from a belt.
Learning curve is steep and can be painful, but by no means insurmountable.
