Any ideas on what this is? Where from?

This was passed along to me from an old and departed friend who traveled the world over. I put it away and tonight figured to go on a fact finding mission. Not even sure where to start.
Any suggestions?

Looks a bit like it is of African origin only a bit better than the ones I have.
