Handles sure don't look right here. I don't know about the tang stamp. Sounds like seller may know more than he is admitting to. No refunds are sometimes a good clue.

I have seen a number of these fake XX canoes with the etched blades. The seller knows exactly what it is but hopes there is still enough bait on the hook to catch a fish. Has a reserve on the knife, possibly to recoup his loss on a counterfeit buy.
Canoe etch and XX stamp = fake
Handles look quite like those on the Japanese made Parker knives.

Looks like an older Frost knife to me, the ones they used to make in Japan. May be a Case shield but safe to say that's the only part of the knife that could possibly be Case. Piece of junk. Bad seller in my opinion.

The etching is a dead give-away. Case never had 2 Indians in their canoe.
Parker made in Japan.

There were at least two of those made........here's a twin to the one on ebay.
