From what I can make out of the tang stamp it looks like a 1945-1955 knife. As for value, if it fires properly I've seen them go for $100-$125 at auction. Hope this helps.

Realistically, in today's market. This knife is worth $50 - $75 with this very common handle material. The more rare handles will bring $125 or better depending upon rarity. Candy stripe is also a rather common handle material as far as these go and will bring only slightly more than than the cracked ice.

1 in working condition made it past the eBay police and sold for $172.19, another in possible firing condition sold for $51.03. Looks like non-firing ones go for about $43.

The $172 knife had the rare fish scaler blade. As a general rule they bring pretty much what I've previously noted these days, unfortunately, unless minty and then they bring a bit more.
