PEN: UNCOMMON SCALES AND SURROUNDS

This is the most unusual of about 7 folders I got yesterday, mostly because of the scale material and the treatment of the frame around them.
I'm gonna guess tortoise shell, with CuNi for the frames (bezels?). I really wish it was in better shape, but perhaps the blades can be improved on a little.
I haven't done any research yet on the maker (Argyle Cutlery Co.).
Anyone heard of them, where they were and when?
