What is this weird thing? Jos. Rodgers?

The guy calls it a "cigar cutter", but I think it's a fleam for bleeding horses. I've never seen one like this, though.

I've never seen one with a round blade like that. The horn part on the bottom is a common fleam shape.
This company made some fine knives with the "star-cross" mark. Not as common as Woostenholm, but very popular in the 1800's. This one has got to be before 1893, since there's no "England" stamped on it.
I think it's for popping blood blisters on a horse's leg.

I think it's a fleam but the cutter has been filed down. There's one that looks a lot like this one manufactured by a different company shown in wikipedia:

looks like a fleam--most cigar cutters have a recess or cut out area in frame of knife.--certainly a nice antique knife.---HiPower

A couple of months ago I visited Sheffield England and bought some knives at a shop. The owner showed me his collection of vintage knives including this one. He said it was a verterinarians knife for bloodletting large animals...cows and horses. For some reason I took a few pictures of it, out of intererest...
