Would it be safe to say that if a lineman's/electrician's knife is stamped/embossed "TL-29" that it is military issue as opposed to a commercial item, available in a hardware store???

Most likely. There is always a chance that it was a contract overrun and sold on the commercial market, but any US-made electrician's knife marked TL-29 was almost certainly intended for a government contract. I've also seen a couple of French knives marked "TL-29" with a history of US military use.

I think they run them now under a NATO number, and I'm unsure of the maker(s) or how they are marked.
