I'm going to hazard a guess here (which is what I do best). It looks to me like it's from Mexico. Triangular blade would be for stabbing. I don't know anything about bull fighting but could it be linked to that?

Here's a manipulated picture that gives a little better view. Looks like a crafted piece. I think there was a leather strap coming off the butt of the handle and maybe attaching to the stud down by where a guard would be. ????

Maybe it's just some tourist thing like the sword cane I brought back from Taiwan.
Then again, maybe it's intended for self defense. Whack 'em or poke 'em. Your choice. ::shrug::

16inches with sheath and 12 in with blade and handle and 7in on blade roughly and the blade is actually squared and not triangulted i know its tough to tell from pic and the sheath the little designs are painted because when the paint is off the pieces look like pearl and no markings.

From it's size I would suspect it is what is commonly called a,"swagger stick". These were often carried by junior officers when inspecting their troops or trying to make an impression that they were more important than they actually were. From the decoration I think they are likely from the Middle East although which specific country would be hard to say.If I had to guess I would probably say Lebanon.
If it were thinner and leather covered it would likely be a riding crop used for camels.I have a couple of those a friend of mine got in Egypt many years ago.The blades were about 15 inches long and square and the ends of the sheath had a piece of leather shaped like a guitar body. The handles were carved black stone with fake jewels set into them and the shape was that of the head of an Egyption woman(maybe Nefertiti).Basically tourist items.
