I found this old 70's Imperial Barlow in the knife box at the local thrift store. The blade is chipped and it is gunked up. I can take care of tat but the the scales ar also loose and wiggle.
The scales are in one piece, how can I tighten the scales?

One purpose of the knife stiddy is to put the knife on it and tighten up the pins w/o taking the knife apart. If you try that be sure to tap and not hit the pins. I'll bet that would work.

If it is a full shell handle, if you tighten up the tabs at each end that should do it.
Bend the tabs in more to make them tighter.

The rivets on those snap on type scale / bolsters sometimes become loose just by dropping the knife. Remove the scale assembly by unbending the tabs at both ends and tap the rivets till tight then reassemble.
