The first one is circa. 1919-1932.

The second one is older circa. 1869-1914, though the country of origin stamp (steel tariff 1891) on its tang puts it @ 1891 - 1914. My guess is it's on the newer end of that age brackett.

Regarding cloisonne, you got me on that one. Though after reading your link, it certainly sounds like it could be. I've just always heard them referred to as enamel handled knives. I had never heard of cloisonne before but had often wondered how the knife makers were able to get such detail into those tiny spaces. Thanks for the info.
