Nothing in Goins or Levine 4th. Goins lists a Kaiser but with a different 1st name.
It is an interesting knife. Looks to be advertising for pesticides on the handle and the 'cross' looks like a Bayer ad.

Ray, that is definitely the Bayer logo. Using an online language translator from German to English, "pflanzenschutz pesticides pesticidas" translates to "pflanzenschutz pesticides pesticidas"
Using a different online translator it translates to "plant protection pesticides pesticidas" which makes sense because Bayer makes pesticides. You can see some of their products here

Sorry I can't help you with the maker of the knife but I did find this Walter Kayser knife that's similar to yours that sold on eBay last July for $12.62 -

pesticidas = pesticides in Spanish.
pflanzenschutz = plant protection as stated above. Refers to protecting growing plants.

Could it be Toledo, Spain steel made in Solingen, Germany?

I'm thinking it was marketing for the S American trade.
Germany and Argentina had a lot of interactions between the countries.
