Dimitri nailed it;it is officially called a,"Dzus key"(pronounced ZEUS,like the Greek god) named after the inventor of the fastener.There are several types of these fasteners;Cam-Loc and Aer-Loc to name a couple.
The Dzus fasteners have a slot that has a slightly concave radius to it therefore the radius on the tool.It fits 3 sizes of Dzus buttons(the end fits the smallest one). To open you insert the tool into the slot and make a 1/4 turn counterclockwise which causes the spring loaded fastener to pop up and disengage from the fixed end which is usually a piece of twisted spring wire.
The Cam-Loc and Aer-Loc fasteners operate on the same principle but you can use a straight screwdriver to release them.
They were principally used to gain quick access on aircraft to non-structural areas but are also used on race cars and metal cabinets as well.
That tool is a bit unusual in that it looks to have wooden handles.The one I was issued in the Navy had black plastic ones.

We had an air head maintenance chief that was SO worried about CORROSION ( He was the CORROSION CONTROL CHIEF) that he talked the skipper in to making us give up those keys for ones that his twerps had manufactured out of micarta.

Talk about a waste of time!

We had those fasteners on our radars and test equipment. We called them Dzus Fasteners though we used a screwdriver on them so the were probably Cam-Loc or Aer-Loc.
