Victorinox Pocket knife: Roses and Sterling Silver???

Hi Folks,
Thanks to everyone who helped me identify a few knives last month. I have another interesting knife that I picked up from the confiscated bin at our local airport.
I have found no record of this knife on the current Victorinox web site or any web site that deals with older Victorinox pocket knifes.
There are some shallow/surface scratches on the knive. I was wondering about using some metal polish to buff it up to make it gleam.
I have attached 5 photos for review. I'd like to figure out the following:
1) Vintage
2) Value
3) Whether this knife is should be viewed as a collectors piece or simply an interesting knife of no value.

I run a Scout group that picks up knives from our local airport. We resell knives and donate 100% of the funds we raise back to the Airport Chapel where it is used to provide services to youth.
