UTICA? scout/utility knife

This knife came from a co-worker who said it had plastic handles. I have had it for several years and it looks like bone to me. The handles don't match in color or jigging. The pin in the master blade looks to have been changed, but the bail end looks original. The spiral punch and the bone look Camillus. Steel bolsters and liners and three brass cut down liners. What is it? What are your opinions.
