Camillus 99 with United States Senate on the blade?

I bought it yesterday just because I thought it was unusual. Its a Camillus 99 4 blade. The crest on the body of the knife is blank, but the usual Camillus New York City USA markings are on the blade. Across the knife blade are the words "United States Senate". Does anyone have any insight? I'm new to knife collecting, so anything you can tell me is helpful. The body of the knife is held together by the "pin" rather than the "rivet" - sorry for a lack of the proper terminology. But from what I can tell that dates it pre - 1970s?
