old pocket knife with 16 blades can anyone id

I have this little pocket knife it measures 2 1/2 inches long with a tortise or tortise fascimile handle. It has 15 different blades I cannot find any makers mark anywhere.
Can anyone tell me anything about it?

HI!
Without physically viewing the knife, my best guess is that it is from Sheffield Eng. This is typical of that area. The handle material speaks fo that era also. I couldn't venture to say value without finding a marking or stamp to reference it too. Just my thoughts.

Yes PA looks like a 19th cent Sheffield knife. Some of the very small makers did not stamp their knives. Also, some master cuttlers working for a large firm as their 'day job' made a few customs in their own time. This 15 blade knife might be one of those. There was period back in the mid 1800s where cutlers tried to push the boundaries by making 'exhibition' knives which included large numbers of blades and other utensils.
