Yep, the double dog head stamped started in mid 2000 and it marked the beginning of the 5th Generation. There are some knives made in 2000 that have a standing dog 2000 tang stamp and others have the double dog head - even with the same model. 2003 was the last year the double dog head tang stamp was used. In 2004 Bulldog went back to the original "fighting dogs" tang stamp used in the first 3 Generations (1978 to 1995). The first knives in 2004 with the original "fighting dogs" tang stamp were the prototypes for the 25th anniversary.

Here is a couple prototypes from 2000 with different tang stamps. The stag stockman (standing dog 2000) and the smooth green bone stockman (double dog head) are the same model with the 2000 shield. Made at the same general time but different tang stamp markings.
