Correct about "de Temuco" but not about "RDO".

RDO is a common Spanish abbreviation for "Recuerdo" which means "Souvenir" or, more literally, "Record" and is also loosely translated as "Memory"

So, the inscription actually means: Souvenir (Record or Memory) of Temuco
