It's a blade pick, used by those with little or no fingernails, or weak fingernails, to open a blade.
Value? No idea.
Cool? You betcha!

Appears to me to be a knife blade pick. Used to open the blades on pocket knives, and thereby saving your fingernails.
Knife picks originated when cutlers made their own tool for opening the blades on knives they were making, which they had to do frequently. The cutleries next supplied them sales personnel. The old ones are quite collectable and can be worth $50 - $100 or more.
Nowadays they’re made for sale to collectors, which is how the one in your picture came to be. You can find them on eBay for around $10 more or less.
