Hello,
Not a goat head but a geometrical styled fox head. The 'fuchskopf' (fox head) trademark was registered in 1916 to the Solingen firm of Gustav Voss. Ref. GERMAN KNIFE AND SWORD MAKERS by J. Anthony Carter pg.543.

Ah, fox head. I have a horn or wood scaled pen knife (with the same two cutting blades yours has) with the same stamp, and I thought that was an elephant's head.
