Very old FOREST CITY knife - Need help with maker

My father bought this knife (well used) back in the 1970s. Tang is stamped “Forest City” and one blade appears to read “SORGEN.” Goins has a “Forest City” knife company listed from Rockford, Illinois dating from 1920 to 1940, but I think this is much older. I was always intrigued with this knife as a child because we actually lived 5 miles away from a town named Forest City in North Carolina, but as I grew older, I realized there are many "Forest City" towns across the USA. Any ideas of the manufacturer or age of the knife?

Interesting knife! No help on the maker though. The odd blade looks like a typesetter's tool.
