I haven't seen many straight razors with Washington D.C. stamps, but here are a couple I found. The first is marked D. N. Walford. The second is marked Rudolph & West Co. and was made by Griffon Cutlery.
If anyone has others with D.C. stamps I'd love to see them.

Thanks! I've done some research and it seems Rudolph & West is a hardware store that's still in business. D. N. Walford was a sporting goods, cutlery, and souvenir merchant circa 1920.
