The handles are horn as I have stated. One side is begining to peel. How anyone can differiniate horn from bone relating to this picture is beyond human comprention. Padon the misspelled words. I can get carrrrrrrrried away!

It looks like a Utica Sportsman knife. The tang wasn't stamped. Just the blade was etched. It looks like the etch was buffed off somewhere along the way. The handle may have been sanded as well? They were sold in a combo set with an ax or separately.
Imperial sold the same knife with a Kamp King scout knife but they stamped the tang. Kutmaster sold it with an ax and called it a Ranger kit. Both of these sets had black plastic handles. I'll bet they were made for several labels. I'm not sure who actually made them all.
