Elliot Lucas C/1848 Pliers--British or Canadian Issue?

I usually buy every single cheap, but halfway decent pair of Lucas combination pliers I find in the States. They have side cutters which I can use on hard wire without damaging the main cutter, and the gripper portion is great on bolts and nuts. Half the time, both cutters are shot, and the pliers are loose. They are not on these. Carried them a few times ,but they were retired into my military knife collection.

These are a full-size 8". I have a non-military pair of worn out PW216-6" also.

It is dual-dated, and confusing. It is clearly marked 1952 with the Broad Arrow. However, it wasn't until a couple of years later that I discovered that mark had been stamped over 1945 with a "C" and the Broad Arrow, which I understand is Canadian from a pair of Canadian Army clasp knives I own.

For comparison, these marked 1949 are currently for sale on "the big auction site".

So is it British, Canadian, or both? [attachment=1]

Looks like it was made for and accepted by the British military then sent to Canada and accepted by their military.
