scissor knife?

Estate sale pickup. 12-inch total length. Unmarked and ones for cutting up poultry have equal length curved blades with a notch for the bone. Any help with age, maker, country? He may have used them to put up deer. The thumb latch has a stamped number 80.

Very unusual and cool piece. How thick is the blade? Looks like the top shear piece fits nicely in the recess in the blade.
If I have seen further it is by standing on the shoulders of giants.
