Looks like an old Case knife 40's... Has a small blade with matching pattern numbers.
Very well made, strong blades and springs... Shield is pinned.
Could it be a Queen cutlery...?

My only research info on Google was that there was ( and still is!!) a hardware company in PA. named George Rome & Co.
