Folding eating set

I found this in an antique shop today. The tang stamp appears Eastern European to me, but I really don't have a clue.
The handles are beautiful celluloid and it was only $25. Had to have it.
Pictures aren't good, but the best I can do with my tablet. I also attempted to copy with pencil and paper.
Information appreciated.

Nice set, I believe it is Russian and it is probably marked "Stainless Steel".

Maybe someone who is fluent in the language will respond.
