Mystery Sheffield Sportsman ?

The only stamp on it is "Sheffield made" - no other markings. I did find another on Etsy stamped John Milner - exact same knife only not as clean.

Any ideas???

That is one of the most unusual ones I've seen--I wonder if the tiny wrench had a specific purpose.
