I believe that it is 1986 to 2004, but I could be wrong.
Imperial made crimped bolster knives in their Providence, RI factory until 1986, then the production went to Listowell, Ireland.

Imperial bought the Jowika knife factory in Listowel Ireland in 1978 and it closed in the early 2000s. I don't know how to date it any closer than that.

That style and color were certainly popular in the mid 60s. Every service station that you went in that was within 10 miles of water would have a card of these behind the counter. They were available in single blade and with the scaler. More than one company made them in the same pattern and colors. I remember the knives because I wanted one and a dollar was awful hard to come by!

Thank you too all for the information that’s been provided, it’s much appreciated
Re: Imperial Ireland fish knife
According to the research section here, the 943 Fish Knife was in catalogs between 1989 and 2003. I would presume it was no longer made a couple years before 2003, as I know the Irish factory was shut down some years prior. My Granddad got several Irish Imperials as advertising items from suppliers he did business with as the parts manager for a mine equipment firm, and most of those date from the mid '80s to early '90s.
