Sharp Ramrod Made in Japan for K Mart

I'm a "little" confused had this knife for 30 years never out of it's package been in it since 1986 it's a two blade kind of a equal end jack but on the back of the package it says Sharp knives are made of High Carbon Stainless Steel never heard of a High carbon Stainless steel It's one or the other? ::shrug:: Chime in!
