The shield looks kind of ragged to me and so does the pitted area, that's about all I know.

I was under the impression that rough black was only used 1940-49. I suppose it could be a Case of leftover blades from the tested era.

I believe the knife is fine. I too have several of the rough black knifes from the Tested era.

rough black was used from the tested era through the xx era up until the 1950 from what I've seen.
you will see many xx era rough black with tested shields.
I have never seen a pre tested knife with rough black, as well ive never seen a post XX era with rough black.
