Because the distributor only ordered a limited number of them and collectors have bought them up fairly quickly. In the past when others were making them them they made much larger quantities.

Looks like a tourist knife, or commemorative knife. Would need a translation of what it says on the covers to determine what tourist site, historical event, person, etc it’s about. Likely of low value unless whatever it’s about has some significance to the knife’s owner.
