IS this a Boker knife?

Hi this was given to me as a Xmas pressie from a friend who,s father was a travelling salesman and this was in a box of his stuff that was in storage from the early 60,s. it has 2 pelicans facing apart and HB in between. solingen germany on the reverse . bolsters look funny and not up to scratch with the halfstop and snap , i think ebony scales but pins and liners are steel??? anyone able to shed any light?
